Beit Ole says Haifa's rents are much lower than in central Israel, and the numbers agree. Here's what renting looks like, and the paperwork that follows.
What rent costs
On one broker portal on 5 October 2026, the average asking rent in Haifa was NIS 3,664 a month (median NIS 3,200) across 2,228 listings. By neighbourhood (number of listings in brackets):

Some samples are small, so treat these as indicative. The same portal says half of Haifa listings leave the market within 33 days (removal doesn't always mean rented). A dated Beit Ole page says Neve Sha'anan is generally cheaper than Ahuza and includes low-cost flats originally built for olim. Compare areas in the neighbourhood guide and plan a budget with the cost-of-living worksheet.
For scale: rented flats in Haifa average 2.8 rooms and owner-occupied homes 3.9 rooms.
Before you sign
- Beit Ole's coordinators help new olim translate rental agreements.
- Beit Ole says you may need a bank card and a chequebook when renting.
After you sign
Re-register the arnona and water (Mei Carmel) accounts in your name at the municipal resident service centre, 11 Hassan Shukri St (1-700-700-060). Nefesh B'Nefesh gives the olim arnona discount as 90% on the first 100 sq m for 12 of your first 24 months, so ask for it at the same time. Olim also get subsidised temporary rentals of 2-4 weeks on arrival.
Housing help

- The Ministry of Construction's district reception is at 15 Palyam Blvd (04-8630676).
Buying
The Haifa Land Registry (tabu) is at 15 Palyam Blvd, Building B, 13th floor (*8653). The municipal service centre handles approvals for the land registry. There are about 140,000 housing, business and government units in the city.
What I didn't find
I didn't find an official rent series for Haifa or an English- or Russian-speaking estate agent I could verify. If you can recommend one from experience, tell me and I'll check them.
